OUR COMPANY

Peelian Community Solutions, LLC., is a new collaboration bringing together experts in the areas of Police/Race/Community Relations and Violence Reduction to help communities develop sustainable and effective solutions. Our approach, forged from decades of practical experience improving police/race/community relations and violence reduction, will help establish the infrastructure, capacity and best practices to help communities experiencing challenges in these areas.

OUR APPROACH

Our approach is based on the BRIDGE Approach (sm) and builds on a sustainable model used in Indianapolis, IN for over 25 years. BRIDGE stands for Building Relationships, Inspiring Development, Getting Engaged and is a sustainable model that is being implemented in cities throughout America.

Our VALUE

We offer solutions for communities prepared to make a sustained commitment to transformational and
sustainable change. Our standard hourly rate is $274/Hour ($1500/ 8 Hour Day). (Accessible investment available}.

TOBY MILLER

Co-Founder

Toby Miller is the Director of the Race and Cultural Relations Leadership Network and Executive Director of One Heart Indiana, a mentorship program for at-risk and formerly incarcerated youth. He is also a Principal at Peelian Community Solutions, which focuses on police/community relations, race relations, and civic engagement. With a background in UPS management and elder care leadership, Mr. Miller has been involved in community institution development and various planning initiatives in Indianapolis. His skills include community and resource development, project management, and network building. He has five children, enjoys reading, jazz, and serving on numerous boards.

HORATIO LUSTER

Co-Founder

Horatio Luster has over 30 years of experience working with organizations nationwide in areas such as street gangs, faith-based initiatives, law enforcement, and mentoring. He has a strong background in community engagement and consulting on city and community issues. Horatio studied Christian Theology and Business Management at Aenon Bible College. He is an Ordained Bishop and the Founder/CEO of PeaceKeepersIndianapolis and Mothers Against Violence Indianapolis. He has served on the Citizen’s Police Complaint Board and co-chairs the Community Resource Team (CRT). He has designed and led court advocacy programs and has extensive experience in consulting, organization development, and staff training. Horatio is also a motivational speaker in schools, churches, and conferences.

SAMANTHA DOUGLAS

Consultant

Samantha Douglas is a dynamic grassroots organizer, campaign manager, community advocate, and entrepreneur dedicated to driving positive change. A graduate of Hoosier Women Forward, she is committed to empowering underrepresented voices in politics and honed her leadership skills through the Congressional Black Caucus' Leadership Bootcamp. Currently, Samantha serves as President of the Far Eastside Community Council, where she's been on the leadership team since its start in 2018. She also serves on multiple community advisory boards on the Far Eastside of Indianapolis. Recently, she founded Power to the Polls, a Black voter engagement initiative amplifying marginalized communities, making her a champion for inclusive political participation.

Yholima Vargas-Pedroza

Consultant

Yholima Vargas-Pedroza has been the ESL Program Coordinator for Alamance Community College since February 2023, building on a career that began in social work with refugees and immigrants in Calgary, Canada. After moving to North Carolina, she dedicated herself to community work in Durham and Alamance counties, including ten years as a Care Manager for Duke Health. Passionate about cultural integration, Yholima has led initiatives in the Hispanic/Latino community focused on gang prevention and mentoring at-risk youth. An artist and founder of three Latin dance academies, including the Huepa Culture & Arts Institute, she also serves as a 2024 DALI Fellow with Diamante Inc., advocating for equitable access to the arts for minority youth. Yholima is active with CPAT for the Burlington Police Department, For Alamance Initiative, the LatinxED fellowship, and as Co-Chair of the Alamance County Esperanza Festival. A 2023 finalist for the Governor's Volunteer Service Award, she remains grateful for her family's support in her dedication to service and creative expression.

R.A. Aleem

Consultant

R. A. Aleem is a dedicated husband, father of two, and retired law enforcement professional with 30 years of service, specializing in criminal investigations, narcotics, crime prevention, and community policing, while mentoring colleagues to achieve their career goals. A graduate of North Carolina Central University in Political Science and commissioned in the U.S. Army through Duke University, he also earned multiple law enforcement certifications and received numerous awards for his professionalism and community service. He co-facilitated the CHOICES Youth Engagement program, created the TOUCH youth reading initiative, and developed the Bridge Builder parenting program for incarcerated fathers. Active in youth sports as a coach, he also served as a Governor Appointee on the Hispanic Affairs Committee. In retirement, he remains a community advocate, youth mentor, and coach, performing alongside his sons in the Latin Dance Academy founded by his wife.
